FCC Announces ACP May 2024 Reimbursement Rate Estimates

The Federal Communications Commission (FCC) announced in a Public Notice the estimated ranges for May 2024 partial reimbursements for the Affordable Connectivity Program (ACP). May 2024 will be the last month providers will be able to seek reimbursement for the ACP benefits passed through to ACP households.

Without further funding from Congress, the ACP cannot fully reimburse providers for the statutory benefit amount for service and device benefits applied to bills in May 2024. The FCC will release an additional public notice in April with the finalized maximum reimbursement figures for May.

The purpose of these estimates is solely to assist providers in preparing for the May service month. It is not intended to convey the minimum or maximum possible reimbursement amounts for May 2024.

Survey

Additionally, on March 19, USAC sent 497 Officers a survey to indicate the provider’s intent to claim partial reimbursement in May, which included instructions on how to complete it. Service providers intending to participate must complete the survey by Tuesday, April 2, 2024.

Clarification: ACP Wind-Down Notices

In the second and third notices, the FCC required providers to specify either “the amount that the household will be billed for the service once the full ACP benefit is no longer available or that the household will be subject to the provider’s undiscounted rates and general terms and conditions after the end of the ACP.” Providers opting to disclose that undiscounted rates will be applied, along with the general terms and conditions, are not required to specify the discounted rate. Despite some confusion, the FCC has confirmed that specifying the discounted rate is not necessary.

Reminder: ACP Claims Deadline is April 1 for All Prior Data Months

All ACP claims for data months September 2023, October 2023, November 2023, December 2023, and January 2024 must be submitted and certified no later than 11:59 p.m. ET on Monday, April 1, 2024. Reimbursement claims submitted after the deadline will not be processed. However, downward revisions will continue to be accepted.
