Critical Deadline Approaching: 2024 CAF Performance Measures Testing Results Must Be Certified by July 1, 2025

Carriers participating in Connect America Fund programs must submit and certify all 2024 network speed and latency testing results by July 1, 2025, or face potential support penalties. This deadline applies to carriers in multiple CAF programs including Original ACAM, Revised ACAM, Rural Broadband Experiments, Alaska Plan, ACAM II, CAF BLS, and CAF II Auction programs. Recent penalties have shown that non-compliance with performance measures requirements can result in serious enforcement actions, making this deadline particularly critical for continued support eligibility.

Understanding Performance Measures Compliance

The FCC requires that at least 80 percent of network speed measurements meet 80 percent of required speeds and 95 percent of latency measurements be at or below 100 milliseconds round-trip time. Carriers must have conducted testing at USAC-generated random samples of CAF-supported broadband locations with active subscribers for all four quarters of 2024, and upload and certified in Performance Measures Module.

Immediate Action Required

Carriers should immediately review their compliance reports in the Performance Measures Module to determine if they are at risk of being in the compliance gap for 2024 testing. Those missing required test data for any quarter must submit and certify the missing information before the July 1 deadline.
