FCC Resumes Operations Following Shutdown with Extended Filing Deadlines; Covered 911 Service Providers Should Confirm Submission of Their 911 Reliability Certification 

The Federal Communications Commission (FCC or Commission) has resumed normal operations following the government shutdown that lasted from October 1 through November 12, 2025. To address the expected influx of filings and submissions, the FCC has extended filing deadlines to November 18, 2025.

Extended Deadline and Processing Guidance

The Commission recognizes that providers will have accumulated numerous filings during the shutdown period and has committed to working in good faith with parties to resolve issues that may arise from this influx. Given the unprecedented length of this shutdown, the FCC has extended all filing deadlines that would have been due during the shutdown period to November 18, 2025. This extended deadline applies to all standard filings, though the FCC may issue additional guidance providing further flexibility for specific systems and programs before that date.

Critical 911 Reliability Certification Reminder

Covered 911 Service Providers should be aware that their 911 Reliability Certifications were due on October 15, 2025, during the shutdown period when the FCC’s filing portal was unavailable. Since these filings could not be submitted during the shutdown, providers who did not submit certifications prior to the shutdown commencing on October 1, 2025, must ensure they complete their 911 Reliability Certifications as soon as possible. Certifications should be filed using the 911 Reliability Certification System.
