FCC Further Extends Filing Deadlines Following Government Shutdown
The Federal Communications Commission (FCC or Commission) has issued a Public Notice providing further extensions to regulatory filing deadlines following the resumption of normal operations after a funding lapse that suspended agency activities from October 1 through November 12, 2025. Most general filings are due November 18, 2025, though specific systems have individualized deadline schedules extending into December 2025 or later.
Revised Deadlines for Key Systems
The FCC’s Public Notice establishes that filings originally due between October 1 and November 17, 2025, are now generally due by November 18, 2025. However, the Commission has created specific extended deadlines for numerous systems that telecommunications providers commonly use.
911 Reliability Certifications now have a December 12, 2025, deadline, while ULS Applications and Notifications are now due on December 5, 2025.
DIRS Modernization proceedings have comments due November 18, 2025, with reply comments due December 18, 2025.
Tower-related systems including the Tower Construction Notification System, Electronic Section 106 System, Antenna Structure Registration System, and Environmental Assessments have deadlines tolled between October 1 and November 17, 2025, adding 48 days to respective shot clocks with Commission staff adjusting dates for pending applications.
