FCC Sets Fourth Quarter 2025 USF Contribution Factor at 38.1%

The Federal Communications Commission has announced the fourth quarter 2025 Universal Service Fund contribution factor of 0.381 or 38.1%, based on projected collected end-user revenues for October through December 2025. If no FCC action is taken before September 29, 2025, this factor will be considered final.

USAC will continue billing contributors monthly using the proposed circularity discount factor of 0.274620 for the fourth quarter, with contributions due on invoice dates and interest charged for late payments. This development follows the U.S. Supreme Court’s decision earlier this year in FCC v. Consumers’ Research, which upheld the constitutionality of the current USF contribution system.
