FCC Proposes First Quarter 2026 USF Contribution Factor of 37.6%

The Federal Communications Commission (FCC) has announced the proposed first quarter 2026 Universal Service Fund contribution factor of 0.376 or 37.6%, based on projected collected end-user revenues for January through March 2026. If no FCC action is taken before December 29, 2025, this factor will be deemed approved by the Commission.

USAC will continue billing contributors monthly using the proposed circularity discount factor of 0.271991 for the first quarter, with contributions due on invoice dates and interest charged for late payments.
