FCC Reliability Certification Portal Closed During Government Shutdown; October 15 Filing Deadline ExtendedÂ
The Federal Communications Commission’s (FCC) 911 Reliability Certification System is suspended and unavailable during the government shutdown that began October 1, 2025, preventing providers from submitting their annual certifications due October 15, 2025.
Automatic Deadline Extension
Should the shutdown extend beyond October 15, the FCC’s shutdown procedures will automatically extend the filing deadline to the next business day after normal operations resume. For example, if the FCC resumes operations on a Tuesday, certifications would be due on Wednesday. This compressed timeline means providers may have only one business day to submit their certifications once the portal reopens.
Given the uncertainty surrounding when the shutdown will end, the FCC has indicated it will consider whether additional deadline extensions are appropriate once normal operations resume and will evaluate extension requests consistent with the Commission’s normal practice.
JSI will issue an immediate e-Lert when the FCC announces portal reopening or any additional filing extensions.
For October 2025, this is the only FCC filing deadline directly impacted by the shutdown.
