BDC Qualified Engineer Certification Waiver Has ExpiredÂ
The Federal Communications Commission’s (FCC) limited waiver allowing Broadband Data Collection (BDC) filings to be certified by “otherwise qualified engineers” has expired. The September 1, 2025, filing (for data as of June 30, 2025) will now require certification by a licensed Professional Engineer (PE) or a qualifying corporate engineering officer with the specific credentials outlined in the FCC’s rules.
These qualifying credentials include being “a corporate engineering officer with at least a Bachelor of Science in engineering (BSE) degree who has direct knowledge of, and responsibility for, the carrier’s network design and construction.” Providers should add this critical filing requirement change to their TrackNow system to ensure compliance.
JSI is aware of the significant impact this change may have on providers. Industry associations have already begun efforts to request another extension of this waiver. We are actively monitoring this situation and will provide updates as they become available.
