FCC Opens 911 Reliability Certification System – Annual Filings Due October 15

The Federal Communications Commission’s (FCC) Public Safety and Homeland Security Bureau has announced that the 911 Reliability Certification System is now available for Covered 911 Service Providers to file their annual reliability certifications. All certifications must be submitted through the online portal by October 15, 2025.

The Commission’s 911 reliability rules require all Covered 911 Service Providers to take reasonable measures to provide reliable 911 service with respect to circuit diversity, central-office backup power, and diverse network monitoring. These requirements apply equally to both legacy and IP-based service providers. Providers must annually certify their compliance with circuit auditing, backup power, and network monitoring reliability measures, or alternatively certify to reasonable alternative reliability measures when they do not conform to specific elements.

Filing Requirements

All Covered 911 Service Providers must file their annual reliability certifications using the 911 Reliability Certification System by October 15, 2025. Providers may enter certification information directly through the web form or use their provided spreadsheet template for those serving numerous public safety answering points or service areas. All submissions must include a signed attestation from the company’s certifying official confirming that all information is true and correct.

Providers that have completely ceased providing all covered 911 services must notify Bureau staff within 60 days via email to 911ReliabilityCertification@fcc.gov and should not file new reliability certifications.
