Cost Separations

Jurisdictional cost studies are an essential part of the regulated telecom environment. Included among the most important elements are: application of the FCC’s Part 36/69 rules; development of separated costs and revenue requirements by jurisdiction; review of the Part 32 rules to ensure compliance and settlement maximization; output options, including the printing of single or multiple jurisdictions; USF analysis and quarterly updates; traffic factor development; lead-lag studies; and, review of cost allocation rules for compliance and settlement maximization.

JSI also offers expert preparation and review of other cost separations tools, such as competitive cost studies, and development of wholesale discount rates; economic cost studies, including TSLRIC, TELRIC, LRIC, and FLEC; development of unbundled network element (UNE) prices; and pro forma studies, which include cost recovery analysis, revenue impact of proposed projects, and assistance in the budgeting process.
