RUS and NTIA have posted the names of the companies who submitted challenges in October to proposals under the RUS Broadband Initiatives Program (BIP) and the NTIA Broadband Technology Opportunities Program (BTOP). The posted list of challenges filed for each application also includes the challengers' summary comments.
As you will recall, RUS and NTIA permitted any company providing broadband services in a service area proposed in an application to file a response challenging whether that application meets the "unserved" or "underserved" area eligibility criteria.
We provide the following directions to search for specific applications in order to view the challenge summaries on the Broadband USA website:
1. Go http://www.ntia.doc.gov/broadbandgrants/applications/search.cfm
2. Enter the applicant (organization) name and select the state under "Proposed Project Area," then click submit. (Please note that the search results will not include all paper applications or applications received for the State Broadband Data and Development Program.)
3. For most applications returned, a "Public Notice Response" field will be provided as the last item of the application summary. Click on the "Public Notice Response" link to access a listing of all challenges made to each of the applicant's proposed service areas. The summary lists each "submitter" (respondent) and their summary comments. The page also reflects the status of the proposal, whether eligible, ineligible, withdrawn, etc.
