JSI E-LERT: NEW PORT VALIDATION EFFECTIVE DATE

This JSI e-lert reminds clients to take note that July 31 is the effective date by which all carriers must adopt the new port-order validation process, which requires that validation of "simple" ports be performed on only four fields.  JSI addressed the FCC's new porting requirements in our February 22, 2008 e-lert.

Beginning July 31, porting-out carriers may only perform Simple Port Service Request (SPSR) validation on the following four FCC-specific fields: (1) ten-digit telephone number; (2) customer account number; (3) five-digit zip code; and (4) pass-code (if applicable).

In January, the Alliance for Telecommunications Industry Solutions (ATIS) Ordering and Billing Forum (OBF) released the SPSR Preparation Guide in response to the declaratory ruling issued by the FCC in November 2007.  The ATIS guide outlines both the validation fields and the additional support data fields that OBF members deemed necessary for wireline-to-wireline simple ports.  The additional support data are included on the SPSR; however, those fields do not qualify as port validation fields, but rather, are used to provision the order.

The additional support data fields are:

  • CCNA - Customer Carrier Name Abbreviation
  • PON - Purchase Order Number
  • CC - Company Code
  • VER - Version Identification
  • SPDDD/T - Simple Port Desired Due Date and Time
  • SPREQTYP - Simple Port Requisition Type
  • ELT - End User Listing Treatment
  • SPSUP - Simple Port Supplement Type
  • NNSP - New Network Service Provider Identification
  • TEL NO - Telephone Number (of the port initiator)

Although the additional support data fields are included on the SPSR, the New Service Provider (NSP) is not required by the FCC to complete the fields.  Completion of the additional fields by the NSP is strictly voluntary.

Carriers will need to create or modify local service order forms to comply with the simple port requirements, determine the required validation fields, and properly train staff on simple port validation.  JSI has developed a local service order form to comply with the FCC's order and the ATIS SPSR.  JSI has also incorporated these requirements in a Local Number Portability (LNP) manual that clients can use to communicate their porting processes to other carriers.  The manual includes the new forms and generic porting processes, and can be customized to meet specific company operations.

If you have questions about this information or LNP validation, would like more information about the manual, or need assistance with the new SPSR forms, contact Bridget Alexander (balexander@jsitel.com) in JSI's Maryland office, at 301-459-7590.
