JSI ELERT: FCC EXTENDS EFFECTIVE DATE FOR NEW PORT VALIDATIONS

JSI calls attention to the fact that the FCC has extended the deadline for carriers to comply with its new LNP validation requirements until July 31, 2008. Responding to an Embarq petition, the FCC granted a waiver of compliance with the new requirements until September 30, 2008, to allow the carrier additional time to order system upgrades. As part of its ruling, the FCC also extended its own motion by delaying the deadline for all other affected companies to comply with the LNP validation requirements until July 31. As of the new effective date, porting-out carriers may only perform Simple Port Service Request (SPSR) validation on the following four FCC-specific fields: (1) ten-digit telephone number; (2) customer account number; (3) five-digit zip code; and (4) pass-code (if applicable).

In January, the Alliance for Telecommunications Industry Solutions (ATIS) Ordering and Billing Forum (OBF) released the SPSR Preparation Guide in response to the declaratory ruling the FCC issued in November. The guide outlines both the validation fields and the additional support data fields that OBF members deemed necessary for wireline-to-wireline simple ports. The additional support data fields will be present on the SPSR; however, those data fields do not qualify as port validation fields, but rather, are used to provision the order.

The additional support data fields are:

  • CCNA - Customer Carrier Name Abbreviation
  • PON - Purchase Order Number
  • CC - Company Code
  • VER - Version Identification
  • SPDDD/T - Simple Port Desired Due Date and Time
  • SPREQTYP - Simple Port Requisition Type
  • ELT - End User Listing Treatment
  • SPSUP - Simple Port Supplement Type
  • NNSP - New Network Service Provider Identification
  • TEL NO - Telephone Number (of the port initiator)

Carriers will need to create or modify local service order forms to comply with the simple port requirements, determine the required validation fields, and properly train staff on simple port validation. JSI has incorporated these requirements in an LNP manual that clients can use to communicate their porting processes to other carriers. The manuals include updated forms and generic porting processes, and can be customize to meet specific company operations.
